Maguire's work is about people who are excluded from society.  He represented Ireland at the 1998 Biennial in Sao Paulo, Brazil, where he worked with people living in prisons and favelas (shanty towns).  He exhibited this piece of text by Jonathon Swift alongside the pictures of children.  What is he trying to say by doing this?
